Airport Hero Haneda with JAL is one of several AH games only available in Japan. This was also the first AH game made for the 3DS.
Game Description
Airport Hero with JAL is based in Tokyo "Haneda" Airport, Tokyo's first airport before Narita.It was released 6 years before the NA release of Airport Hero Osaka-KIX and included a lot of the features Haneda with JAL that was soon added to KIX, which these features came with some of its own modifications, and it's very likely many of these will be carried on into future games.
As the title says, Haneda with JAL was the first AH game made for the 3DS. And besides JAL. Sonic also brought back alot of Airlines from their PSP Versions like: Green Air, Taiwan Southern (Dynasty), All Japan, and a bunch of others.
The main reason Haneda with JAL and it's counterpart: "Narita with ANA" and "Chitose with JAL" didn't succeed like the other games is that fans did not like having just one real-world airline mixed in with fictional ones. As AH All-Stars ; a later released "Spinoff" release of the series proved; players would rather have all real-life or fictional airlines.
For North Americans, Europeans, Australians, Africans, and South Americans wanting to play this game, this can be bought off Ebay, Amazon, and PlayAsia. And if you have a Japanese 3/2DS, this game is available on the Eshop as both the full-game and its demo. But it can also be bought as a ROM, or as a CIA on ROM sites online. Do keep this in mind that this game is only available in Japanese, and there is no possible way to change the game to English as this game was not made for the international market until 2015. So the closest thing to change the game to English is changing the ATC frequencies from Japanese to English, thats about it. But, if your a seasoned player who played Airport Hero for a long time, then this game should be pretty easy, as the player should have the knowledge how and where things are and work.

Tokyo-Haneda Airport, also known at Tokyo International Airport is one of the two primary airports that serve the Greater Tokyo Area and is the primary base of Japan's two major domestic airlines, Japan Airlines, and All Nippon Airways (substituted with All Japan Airways for Airport Hero Haneda with JAL). As of 2020, Haneda was rated by Skytrax as the 2nd Best Airport after Singapore's Changi Airport, and is the World's Cleanest and Best Domestic Airport. Haneda was the primary international airport serving Tokyo until 1978; from 1978 to 2010, Haneda handled almost all domestic flights to and from Tokyo as well as "scheduled charter" flights to a small number of major cities in East Asia such as Seoul, Singapore and Taipei, while Narita International Airport handled the vast majority of international flights to Europe and North America. In 2010, a dedicated International Terminal, current Terminal 3, was opened at Haneda in conjunction with the completion of a fourth runway, allowing long-haul flights during night-time hours. Haneda opened up to long-haul service during the daytime in March 2014, with carriers offering nonstop service to 25 cities in 17 countries. Haneda handled 87,098,683 passengers in 2018; by passenger throughput, it was the third-busiest airport in Asia and the fourth-busiest in the world, after Hartsfield–Jackson Atlanta International Airport, Beijing Capital International Airport (Asia's busiest), and Dubai International Airport.
